Electrical safety checks for Victorian rental properties

Victorian rental providers must have every electrical installation, appliance and fitting they supply checked by a licensed or registered electrician at least every 2 years, under regulation 30 and Schedule 1 of the Residential Tenancies Regulations 2021. The record must show the electrician's name, licence number, the date and the results, and be kept until the next check.

Official name
Electrical safety check (rental premises)
Regulator
Consumer Affairs Victoria (tenancy law) and Energy Safe Victoria (electrician licensing)
Who issues it
A licensed or registered electrician engaged by the rental provider
When
Standing duty: every rented premises with rental provider supplied electrical installations, appliances or fittings, on a rolling 2 year cycle
Deadline
A check every 2 years, or as soon as practicable if the last check is more than 2 years old when a renter moves in
Lodgement
No lodgement with a regulator. The rental provider keeps the record and must give the renter a copy within 7 days of a written request
Keep records for
Kept until the next check replaces it
Penalty
The record keeping requirements sit under section 68B of the Residential Tenancies Act 1997. The Residential Tenancies Regulations 2021 do not themselves state a penalty unit figure for this duty, so confirm the current offence provision under the Act before quoting a number to a client.

Homeowner? If you rent in Victoria, you can ask your rental provider in writing for the date of the last electrical safety check, and for a copy of it, and they have 7 days to give you the copy.

What the certificate must show

Produce it from a ServiceM8 job

  1. Create a client and site record for each rented property, tagged Rental provider managed, so recurring jobs can be filtered separately from owner occupier work.
  2. Set up a recurring job template, Electrical safety check AS/NZS 3019, on a 2 year cycle from the last check date for each property.
  3. Build a form capturing the electrician's name, licence number, date, AS/NZS 3019 section 4 results and repairs required, matching regulation 30(2).
  4. Attach the completed form PDF to the job diary and set the diary as the record the property manager can pull on request.
  5. Add a badge or job status the office can filter on to answer a renter's written request for the most recent check date within the 7 day window.
  6. For new managements, add an intake question asking when the property last had a check, so the first job can be brought forward if it is already overdue.
  7. Run one property through the whole cycle, from job creation to the stored PDF, before rolling it out across the rent roll.

A landlord duty, not a one off job request

Most electrical compliance pages in this cluster are about a certificate issued at the end of a single job. This one is different: it is a standing duty on the rental provider, set out in Part C of Schedule 1 to the Residential Tenancies Regulations 2021, item 14. The rental provider must ensure an electrical safety check of all electrical installations, appliances and fittings they supply in the rented premises is conducted every 2 years by a licensed or registered electrician.

If a check has not been done in the last 2 years when a renter moves in, the rental provider must arrange one as soon as practicable rather than waiting for the 2 year mark to pass. That makes this a recurring compliance job, closer in shape to a maintenance contract than a single certificate.

What the check actually covers

The regulation defines an electrical safety check as a check of all electrical installations, fixtures and fittings, carried out in accordance with section 4 of AS/NZS 3019 Electrical installations, periodic verification. That is a specific, named test method, not a general once over: your technician needs to be working to AS/NZS 3019 to satisfy this regulation, and the record they leave behind needs to show it.

The record the agent will ask for

Regulation 30(2) sets out what the record of an electrical safety check must include: the electrician's name, their licence or registration number, the date the check was conducted, the results including any repairs required and the action taken, and a report prepared in accordance with section 2 of AS/NZS 3019. The rental provider keeps that record until the next check replaces it, and must hand the renter a copy of the most recent check within 7 days of a written request. Property managers will want that PDF sitting against the property file the day the job is finished, not chased up later.

Who can do the check

The regulation requires a licensed or registered electrician, which in Victoria means someone holding a licence or registration recognised under the Electricity Safety Act 1998. This is the same trade that issues a Certificate of Electrical Safety for other jobs, so a ServiceM8 account already set up for COES work mostly needs a recurring job type added, not a new skill set.
