What changed on 1 July 2026
WorkSafe Victoria republished its Physiotherapy Services fee schedule effective 1 July 2026. Every consultation, hydrotherapy and reporting item rose by about 2.35 per cent on the schedule that ran from 1 July 2025, so the standard consultation in rooms (PY102) is now $71.28 and the initial consultation (PY100) is $142.59. Hand therapist items (the PYH prefix) still track the ordinary physiotherapy rate rather than carrying a separate premium.
One item is genuinely new. PY900, the Allied Health Recovery Management Plan for a 12 month treatment review, pays $77.41 and did not appear anywhere in the 1 July 2025 document. If your Cliniko billable items list was copied forward from last year rather than rebuilt from the current PDF, you are missing it.
Who can bill this schedule
WorkSafe will only fund physiotherapy services from a provider registered with the Physiotherapy Board of Australia under the Health Practitioner Regulation National Law, other than as a student, and who holds the required insurance. Workers can start treatment without prior WorkSafe approval, but the treating physiotherapist has to submit the Allied Health Recovery Management Plan within the first 5 consultations, which is why the initial consultation fee (PY100) is written to include the time spent on that plan.
The restricted consultation item (PY105) is different: WorkSafe's own physiotherapy services policy says plainly that a provider does not bill PY105 until WorkSafe has confirmed the application in writing. Two travel items, PY141 and PY142, also need prior written approval from the agent, with clinical justification and a cost estimate submitted before the visit, not claimed after the fact.
Where the invoice actually goes
A WorkSafe claim is not necessarily handled by WorkSafe itself. Invoices go to the worker's managing agent, and WorkSafe's own invoicing instructions list Allianz, EML, Gallagher Bassett, DXC, TAC and WorkSafe Claims and Recovery as the possible destinations. Practically, that means the fastest way to get an invoice rejected is to send it to the wrong agent or leave off the claim number, which WorkSafe specifically flags as a cause of delay.
Online invoicing is the quickest route and gives real time status on what has been submitted, which is worth setting up if your clinic sees a steady stream of WorkSafe claims. Email and mail invoicing still works, but each invoice can only cover one worker and must go straight to that worker's managing agent, not to a general WorkSafe address.
Loading the schedule into Cliniko
Cliniko's bulk import for billable items takes a CSV with Item code, Name, Price (ex. tax), Taxable and Item type columns, so the cleanest approach is to build one sheet from the table above with the WorkSafe item code in Item code and a name that starts with WorkSafe VIC so reception is not guessing which fee applies to which claim. Unlike DVA's schedule, WorkSafe Victoria's own PDF does not mark each item as taxable or GST-free, only that it pays GST on top where a service is taxable, so confirm that column with your accountant rather than assuming.
Leave the two travel items and the orthosis item out of any bulk price update, since travel is charged per kilometre and the orthosis fee is set case by case rather than as a flat rate. For everything else, Cliniko's bulk price update tool (export, edit the price column, re-import) is the fastest way to roll the whole list forward each 1 July, but there is no undo once you import, so keep the original export.
Claiming notes
- Registration: WorkSafe funds services only from a provider registered with the Physiotherapy Board of Australia under the Health Practitioner Regulation National Law (not as a student), holding the requisite insurance.
- Restricted consultations (PY105) need prior written approval from WorkSafe before you bill them. The physiotherapy services policy is explicit that you do not bill the restricted item until WorkSafe has approved the application in writing.
- Travel (PY141, PY142) is only payable with prior written approval from the agent, and the policy asks for clinical justification and a cost estimate before you claim it.
- Workers can start physiotherapy without prior WorkSafe approval, but the provider must submit the Allied Health Recovery Management Plan within the first 5 consultations.
- Fees are exclusive of GST. WorkSafe pays the GST component on top of the listed fee where a service is taxable, and asks providers to check taxability with the ATO or their own tax adviser.
- Invoices go to the worker's managing agent, not to WorkSafe direct. The listed agents include Allianz, EML, Gallagher Bassett, DXC, TAC and WorkSafe Claims and Recovery, so check the claim number and managing agent on file rather than assuming every claim sits with WorkSafe.
- Online invoicing gives real time status on submitted invoices and is faster than email or mail. Email or mail invoices must carry one worker per invoice and go straight to that worker's managing agent.
- An invoice missing a claim number takes longer to process. WorkSafe also asks for the worker's name, address, date of birth, injury date, employer, the provider's WorkSafe provider number and ABN, and the item code, service date and fee for each line.
Load these fees into your practice software
- Cliniko imports billable items in bulk from Settings, then Data & docs, then Data imports, then Billable items, Import.
- Add a GST tax type in Cliniko first if you do not already have one. The import matches your Taxable column against tax types already set up in the account.
- Build a CSV with a heading row and the columns Item code, Name, Price (ex. tax), Taxable, Item type. Put the WorkSafe code (for example PY102) in Item code, a name starting with WorkSafe VIC (for example WorkSafe VIC PY102 Standard consultation) so reception can find it fast, the fee from the table above in Price (ex. tax), and service in Item type.
- Leave the taxable items until you have confirmed GST treatment with your accountant. WorkSafe's own schedule does not mark items as taxable or GST-free the way DVA's does; it only says it will pay the GST component where a service is taxable.
- Keep PY141 and PY142 (travel) and PY0035 (orthosis, priced As approved) out of the automatic price update run, since travel is billed per kilometre and the orthosis fee is set case by case.
- Each July, update prices in bulk: export billable items from Data exports, keep the Item ID and price columns, change the prices, and re-import with only the price field enabled. Cliniko warns there is no undo, so keep the original export before you start.
