When plumbers must lodge a QBCC Form 4 for notifiable work

In Queensland, notifiable plumbing and drainage work such as installing water heaters or relocating fixtures does not need a council permit, but the licensee must register a Form 4 with the QBCC within 10 business days of the work being finished, at a $36.88 online fee, and give the occupant a copy within 20 business days.

Recent change

September 2024: QBCC published its first standalone Notifiable Work Guide for Licensees, consolidating the categories, the finished work test and the Form 4 deadlines in one document.

Produce it from a ServiceM8 job

  1. In Settings > Forms > Add Form, create a form called Notifiable work QLD.
  2. Add a Multiple Choice question, Work type, with the options Notifiable / Permit / Minor, so the plumber flags which applies before the job is closed.
  3. For notifiable jobs, add a Multiple Choice (allow multiple answers) question, Categories of work, listing the Schedule 1 categories you use most, for example Category 1 supply pipework, Category 4 sanitary drainage, and Category 6 water heaters.
  4. Add a Date question for Date work finished, and, for drainage jobs in categories 4 or 11, a Photo or File question for the as constructed diagram.
  5. Attach the form to a job badge, for example Plumbing job, and set the badge requirement so the form must be completed before the job can be checked out.
  6. After checkout, use the categories and finish date recorded on the form to register the Form 4 through the QBCC Portal within 10 business days.
  7. Save the QBCC registration confirmation into the ServiceM8 job diary, then email the occupant's copy of the Form 4/4A from there before the 20 business day deadline.

Three types of work, only one needs a Form 4

Queensland plumbing and drainage work falls into three practical categories. Notifiable work is prescribed in Schedule 1, Part 2 of the Plumbing and Drainage Regulation 2019 and can only be done on an existing building, an extension to an existing class 1 building, or a class 1 structure. It covers jobs like installing or replacing water heaters, tempering valves or backflow devices, installing or relocating fixtures, and extending, altering, replacing or removing pipework.

Permit work is anything not listed in Schedules 1 to 3 of the regulation. It is automatically deemed permit work, which means a permit from the local government before the work starts and inspections at set stages, the process notifiable work was introduced to avoid for routine jobs.

Minor work still has to be carried out by a licensed person, but needs neither a permit nor a Form 4. A like for like fixture swap, or repairing a short section of a broken supply pipe, usually falls here.

The clock starts when the work is finished, not when you start it

A Form 4 (private work) or Form 4A (public sector work, no fee) has to be registered with the QBCC within 10 business days after the notifiable work is finished. Under section 82 of the Plumbing and Drainage Act 2018, work is finished when an invoice for it is given, or, if no invoice applies, when the work becomes operational. Staged jobs with progress invoices need a separate Form 4 registered against each invoice, so a licensee who leaves a job part way through is only on the hook for the stage they actually performed.

Registering, attaching and paying

Register online through the QBCC Portal or lodge a manual Form 4/4A by post, email or in person. QBCC's current fee is $36.88 online and $49.80 for a manual form; fees typically change each 1 July. If the job involved drainage work in categories 4 (existing sanitary drainage) or 11, an as constructed diagram has to be attached before the registration is accepted. Once it is registered, give the occupant, or whoever asked for the work, a copy of the Form 4/4A within 20 business days of the work being finished.

What it costs to skip

Carrying out notifiable work without registering a Form 4/4A, or registering it but never giving the occupant their copy, is an offence with a maximum penalty of 60 penalty units. At the $172.70 penalty unit value that applies from 1 July 2026, that is a ceiling of $10,362. QBCC also runs an audit program against the notifiable work register, and local government can inspect notifiable work directly.
