Compliance by state

What a Queensland gasfitter owes the customer after gas work

In Queensland a licensed gas worker who completes a gas installation must issue the owner or operator an original gas system compliance certificate immediately on completion, and send a copy to the network operator within 5 days (Business Queensland, Resources Safety and Health Queensland). The certificate is generated through the RSHQ Portal, not a paper template.

Last checked 25 Sep 2026 against the sources listed at the end of this page.

Official name
Gas system compliance certificate (installations); gas system inspection certificate (vehicle, vessel or stationary engine gas fuel systems)
Regulator
Resources Safety and Health Queensland (RSHQ), Petroleum and Gas Inspectorate
Who issues it
The licensed gas worker who completed the installation or inspection, through the RSHQ Portal
When
Completing a gas installation (compliance certificate); inspecting, altering or installing part of a vehicle, vessel or stationary engine gas fuel system (inspection certificate)
Deadline
Issue the owner or operator an original copy immediately on completion; send a copy to the network operator within 5 days
Lodgement
Generated and issued through the RSHQ Portal, tied to the worker's gas work authorisation; not a paper form lodged elsewhere
Keep records for
Business Queensland's published guidance does not state a retention period for the worker's own copy; the certificate is recorded through the RSHQ Portal when issued
Penalty
Business Queensland's compliance certificate guidance does not state a penalty figure for this obligation; gas safety in Queensland is enforced under the Petroleum and Gas (Production and Safety) Act 2004 by RSHQ's Petroleum and Gas Inspectorate.

Homeowner? If you had a gas installation done in Queensland, ask for the gas system compliance certificate: your gasfitter must issue it to you immediately on completion, generated through the RSHQ Portal rather than handed over as a paper form.

What the certificate must show

Recent change

July 2025: most gas installations no longer require a physical compliance plate, other than caravans.

Produce it from a ServiceM8 job

  1. In Settings > Forms > Add Form, create a form called Gas job QLD.
  2. Add Text for RSHQ Portal certificate reference and Date for Date issued, both required.
  3. Add Checkbox for Compliance plate fitted (caravans only), reflecting the July 2025 change that most installations no longer need one.
  4. Add Checkbox for Network operator copy sent within 5 days, with a Date field beside it.
  5. Attach the form to a job badge such as Gas certificate issued and set it mandatory before the job can be marked complete, so the certificate step happens before the technician leaves the workflow.
  6. Review the RSHQ Portal reference against the job diary in a monthly spot check, since the certificate itself lives in the portal, not in ServiceM8.

Who regulates this, and why it isn't QBCC

Gas safety in Queensland sits with Resources Safety and Health Queensland's Petroleum and Gas Inspectorate, not with the QBCC scheme that handles notifiable plumbing work such as Form 4. A licensed gas worker issues certificates, defect notices and inspection certificates through the RSHQ Portal, an online system tied to the worker's own gas work authorisation, rather than through a form a plumber lodges with QBCC. If you already know QLD's plumbing notification path, treat gas as a separate system with its own portal and its own regulator.

The certificate, and when it's due

When you complete a gas installation, you must issue the owner or operator an original copy of the gas system compliance certificate immediately on completion, to certify the installation is compliant. You must also send a copy of that certificate to the network operator within 5 days. There is a separate certificate for a different job: if you inspect, alter or install part of a gas fuel system in a vehicle, vessel or stationary engine, you issue the owner or operator a gas system inspection certificate instead. Both are issued through the RSHQ Portal, which is tied to your own gas work authorisation, rather than filled in on a paper form.

The compliance plate is mostly gone

Gas compliance plate requirements changed in July 2025. Most gas installations no longer need a physical compliance plate: caravans are the exception, and still need one. If your paperwork or habits still assume every installation gets a plate, that assumption is now wrong for anything other than a caravan gas system.

Other RSHQ Portal documents

The same portal covers more than the compliance certificate. Gas device approval holders issue a gas device approval certificate (GDAC) for approved devices, and any licensed worker who finds a safety concern issues a defect notice to the owner or operator rather than leaving it to a verbal warning. All of these sit alongside the compliance certificate as separate document types in the one portal, keyed to the authorisation of whoever is issuing them.

Keeping the job on track in ServiceM8

Because the certificate itself is generated in the RSHQ Portal rather than a ServiceM8 template, the job in ServiceM8 should carry the checklist that gets the worker to the portal on time. Add a mandatory job badge such as Gas certificate issued that cannot be ticked off until the worker confirms the RSHQ Portal certificate has been generated, a Text field to record the portal reference number in the job diary, and a second checklist item for the 5 day network operator copy so it doesn't slip once the job closes out of the technician's view.
