ServiceM8 form

One ServiceM8 form for the WA Notice of Completion and Electrical Safety Certificate

In Western Australia notifiable work needs two lodgements in Building and Energy's eNotice: a Notice of Completion to the network operator within 3 working days, and an Electrical Safety Certificate to the customer within 28 days. This ServiceM8 Form captures the data for both from one site visit, split into an NOC section and an ESC section.

Set it up in ServiceM8

  1. Go to Settings > Forms > Add Form in ServiceM8 and name it WA NOC and ESC.
  2. Add the questions above in order, keeping the NOC questions ahead of the ESC questions.
  3. On every NOC question add a Skip Question If condition that skips it when Notifiable work contains ESC only.
  4. Add skips for consumer mains amps (skip when Consumer mains work equals No) and the two defect questions (skip when Defects found equals None).
  5. Design the Word template with the NOC answers on page 1 and the ESC answers on page 2, each headed with its own due date so the Nominee and the office each see their part.
  6. Create two badges, NOC due and ESC due, and add both to your electrical job templates. Clear each only when that eNotice lodgement is done.
  7. Run it on one new installation and one alteration job and lodge both through eNotice before rollout.

Two documents, two audiences, one job

Western Australia splits the paperwork by who reads it. For notifiable work, eNotice runs three steps: a Preliminary Notice before work starts, a Notice of Completion (NOC) within 3 working days of finishing, and an Electrical Safety Certificate (ESC) within 28 days. The NOC goes to the network operator (or to Building and Energy where there is no network operator) so they know what changed on their network. The ESC goes to the person who asked for the work. eNotice is free to register and use, and a completed lodgement can only be amended within 7 days.

Most ServiceM8 users who get this wrong treat it as one certificate. The office lodges the ESC, forgets the NOC, and the network operator never hears about a new circuit or a larger main. This form avoids that by asking the NOC questions first and the ESC questions second, so the PDF itself shows whether both halves were answered.

What the Notice of Completion needs from site

Building and Energy's eNotice guide shows what trips up a lodgement. For a new installation, the NOC cannot be lodged without the retailer name and the customer reference number (the account number off the power bill). The meter number pre fills and checks the address, so it is worth a photo of the meter every time. If consumer mains were involved, eNotice will not proceed without their amps and size. And there is a question about whether a Part 1 solution was used with an electrical engineer's authorisation.

Only the Nominee for the electrical contractor can lodge an NOC, from their own electrical worker licence. The form records who did the work and which Nominee will lodge, so the NOC never waits on the wrong person.

What the Electrical Safety Certificate adds

The ESC reuses the notice details and adds RCD protection and any defects. eNotice asks for defects in as much detail as possible, and suggests calling the network operator where a defect is dangerous; if they give you a caller receipt number, it goes on the certificate. When the ESC is lodged, eNotice emails it to the contractor and to the customer if their email is in the contact details. Enter a phone number instead if you want to send it yourself.

Linking the three lodgements

eNotice recommends lodging the ESC after the NOC using the same Notice Number, so the Preliminary Notice, NOC and ESC stay linked for the one job. The form has a place for that number, filled in by the office after the Preliminary Notice, which also keeps the ServiceM8 job and the eNotice record matched when you search later.

What this form will not do

  • The form does not lodge anything. The Preliminary Notice, NOC and ESC are all lodged in eNotice.
  • Each ServiceM8 form is set up with one document template, so both halves print in a single PDF. Do not email that PDF to the customer; eNotice sends them the official ESC.
  • The 3 working day and 28 day counts are not calculated for you. The badges and the Date work completed answer are your reminder.
  • Whether work is notifiable is defined by Building and Energy; the first question only records your answer.

The Notice of Completion is provided to the relevant network operator, or to Building and Energy where there is no network operator; the Electrical Safety Certificate is provided to the person who requested the work; eNotice is free to register and use; amendments are only possible within seven days of lodgement; all three documents are required under the Electricity (Licensing) Regulations 1991.
