Fee schedule
WorkCover WA psychology fees, Health Services Fees Order 2025
From 1 November 2025 WorkCover WA pays $242.05 an hour (GST exclusive) for a general psychology consultation (items PSY01, PSY02), but $328.90 an hour for a psychologist with a clinical or counselling psychology area of practice endorsement (CLN01, CLN02, COU01, COU02), set by the Workers Compensation (Health Services) Fees Order 2025. The endorsement, not the service, sets the rate.

What changed this year
- WA no longer publishes a 'scale of fees'. Since the Workers Compensation and Injury Management Act 2023 took effect, psychology fees are fixed by a Minister's Fees Order made under section 73 of that Act. The current one is the Workers Compensation (Health Services) Fees Order 2025, effective 1 November 2025.
- The Order splits psychology into three separately priced schedules: general psychology (Schedule 9, PSY codes) at $242.05 an hour, clinical psychology (Schedule 3, CLN codes) at $328.90 an hour, and counselling psychology (Schedule 4, COU codes) also at $328.90 an hour. A fourth schedule covers mental health social work (Schedule 6, MHS codes) at $242.05 an hour.
- The Order applied a 3.96 per cent increase to every fee from 1 November 2025. General psychology rose from $232.85 to $242.05 an hour, and clinical and counselling psychology both rose from $316.35 to $328.90 an hour.
- A psychologist's Australian Health Practitioner Regulation Agency area of practice endorsement, in clinical psychology or counselling psychology, determines which schedule they bill, not the psychologist's own judgement of the service they provided.

A Fees Order, not a scale of fees, and three different psychology rates
For years WA psychologists billed against a "scale of fees" notified under the old workers compensation legislation. That language is gone. Since the Workers Compensation and Injury Management Act 2023 commenced, psychology fees are fixed by the Minister for Industrial Relations under section 73 of the Act, through an instrument called a Fees Order. The current one is the Workers Compensation (Health Services) Fees Order 2025, signed 16 September 2025 and effective from 1 November 2025, which repealed and replaced the Fees Order 2024 (No.2).
Unlike some other payers that pay one rate for all psychologists, this Order prices psychology in three separate schedules. General psychology (Schedule 9) pays $242.05 an hour. Clinical psychology (Schedule 3) and counselling psychology (Schedule 4) both pay $328.90 an hour, but only to a psychologist whose AHPRA registration carries that specific area of practice endorsement. The Order applied a 3.96 per cent increase across all three from 1 November 2025: general psychology rose from $232.85, and both endorsed categories rose from $316.35.
What sets the rate is the endorsement, not the session
A psychologist without a clinical or counselling psychology endorsement bills every consultation, whether it looks straightforward or complex, under the general psychology items (PSY01, PSY02) at $242.05 an hour. A psychologist who holds the clinical psychology endorsement bills under CLN01 and CLN02 at $328.90 an hour, and one who holds the counselling psychology endorsement bills under COU01 and COU02, also at $328.90 an hour. WorkCover WA is not asking what kind of consultation happened, it is asking what the treating psychologist's AHPRA registration says they are endorsed to do.
A practice with a mix of general and endorsed psychologists on staff needs to check each practitioner's registration before setting up billable items, since assigning the wrong item code either underbills an endorsed psychologist's time or overbills for a general registration.
Mental health social work sits alongside psychology
The same Fees Order also prices mental health social work (Schedule 6, MHS01 and MHS02) at $242.05 an hour, the same rate as general psychology, but this is a distinct profession under the Order. Providing it requires accreditation as a mental health social worker by the Australian Association of Social Workers, not registration as a psychologist. A multidisciplinary mental health practice billing WorkCover WA needs separate billable items for its psychologists and its accredited mental health social workers, even though the two currently share the same hourly rate.
Claiming notes
- General psychology (PSY01, PSY02) applies to any person registered as a psychologist with AHPRA. Clinical psychology (CLN01, CLN02) and counselling psychology (COU01, COU02) apply only to a psychologist whose AHPRA registration carries the matching area of practice endorsement, and pay roughly 36 per cent more per hour.
- A maximum combined total of 3 reports (PSY03 for general psychology, or the equivalent report item in the CLN or COU schedule) is permitted per claim without prior approval from the insurer. Additional reports need approval first.
- Communication and health service case conferences are billed in 6 minute blocks at $24.10 across all four schedules, with a 30 minute cap per communication and a 60 minute cap per claim before the insurer's prior approval is needed for further blocks.
- Mental health social work (MHS01, MHS02) is a separate profession from psychology under this Order, requiring accreditation as a mental health social worker by the Australian Association of Social Workers, and is billed at the general psychology rate of $242.05 an hour.
- Travel time is calculated from the psychologist's normal practice location to the worker's location and back, must be apportioned across workers seen on the same trip, and needs prior approval if it exceeds 1 hour.
- All fees in the Order exclude GST. If GST is payable on a service, the fee for that service is the listed amount increased by 10 per cent.
Load these fees into your practice software
- Cliniko's Data import tool (Settings, then Data imports) can create the psychology billable items in bulk from a CSV, choosing Billable items and clicking Import rather than adding each one by hand.
- Build a CSV with columns for the item code, a name that flags the endorsement (for example "WorkCover WA CLN01 Clinical psych initial" versus "WorkCover WA PSY01 General psych initial"), the price excluding tax, whether tax applies, and the item type (service). Cliniko matches your Tax Amount column to its Taxable field during the import.
- Because general, clinical and counselling psychology pay three different hourly rates for what can look like the same consultation type, name each item clearly and check each psychologist's AHPRA endorsement before assigning which item codes they can bill.
- The Fees Order states every fee is GST exclusive and, where GST applies, the fee is increased by 10 per cent, so set the Taxable field to your GST tax type for the items that attract GST and confirm with your accountant which psychology items do.
- When WorkCover WA makes a new Fees Order, export your existing billable items from Data exports, edit only the price column against the matching item codes, keep the original export as a backup, then re-import and enable just the price field.
