Fee schedule
WorkCover WA physiotherapy fees, Health Services Fees Order 2025
From 1 November 2025 WorkCover WA pays $120.50 (GST exclusive) for a physiotherapy initial consultation (item PA001) and $97.65 for a subsequent consultation (PB001), set by the Workers Compensation (Health Services) Fees Order 2025 under the Workers Compensation and Injury Management Act 2023. WA calls this instrument a Fees Order, not a scale of fees.

What changed this year
- WA no longer publishes a 'scale of fees'. Since the Workers Compensation and Injury Management Act 2023 took effect, physiotherapy fees are fixed by a Minister's Fees Order made under section 73 of that Act. The current one is the Workers Compensation (Health Services) Fees Order 2025, which repealed and replaced the 2024 (No.2) Order from 1 November 2025.
- The Order applied a 3.96 per cent increase to every fee from 1 November 2025. The physiotherapy initial consultation (PA001) rose from $115.90 to $120.50, and the subsequent consultation (PB001) rose from $93.95 to $97.65.
- PE001, the worksite visit item, exists specifically for physiotherapists and pays $240.40 an hour, with a suggested maximum of 2 hours and no separate reports or travel included in that fee.
- There is no fixed annual review date, unlike WorkCover Queensland's 1 July cycle. WA's Fees Orders have been made in April 2024, October 2024, and October 2025 (effective 1 November each time), so a WA clinic needs to check for a new Order rather than assume 1 July brings an update.

A Fees Order, not a scale of fees
For years WA physiotherapists billed against a "scale of fees" notified under the old workers compensation legislation. That language is gone. Since the Workers Compensation and Injury Management Act 2023 commenced, physiotherapy fees are fixed by the Minister for Industrial Relations under section 73 of the Act, through an instrument called a Fees Order. The current one is the Workers Compensation (Health Services) Fees Order 2025, signed 16 September 2025 and effective from 1 November 2025, which repealed and replaced the Fees Order 2024 (No.2). Schedule 10 of that Order sets the physiotherapy fees.
The Order applied a 3.96 per cent increase across every health service fee it covers. The initial consultation (PA001) moved from $115.90 to $120.50, and the subsequent consultation for one body area or condition (PB001) moved from $93.95 to $97.65, both GST exclusive.
Set fees for consultations, hourly rates for everything else
The consultation items are set fees, not time based. PA001 covers the initial consultation regardless of duration, and PB001 covers a subsequent consultation for one body area or condition at $97.65. If the same visit treats two distinct areas or conditions, PC001 applies instead at $128.10, a higher set fee than a single PB001 consultation. Group consultations (PG001) are billed per participant at $36.90.
Almost everything else in the schedule is an hourly rate charged pro-rata: worksite visits (PE001), specific physiotherapy assessments and interventions not classified elsewhere (PS001, PW001), comprehensive reports (PR002) and travel (PT001) are all $240.40 or $192.50 an hour depending on the service. Communication and case conferences are billed in 6 minute blocks at $24.10, capped at 30 minutes per call and 60 minutes per claim before further approval is needed.
Reports, plans and the worksite visit
A standard or progress report (PR001) and a treatment management plan (PR003) are both set fees of $120.50, and a maximum combined total of 3 of either is permitted per claim without the insurer's prior approval. A comprehensive report (PR002), covering more detailed assessments and interventions, is billed hourly at $240.40 with a suggested maximum of 2 hours, and needs the insurer's agreement on scope beforehand.
PE001, the worksite visit, is specific to physiotherapy and pays $240.40 an hour with a suggested maximum of 2 hours. It needs prior approval, and the fee covers the on site evaluation only, not any report written afterwards or the travel to get there, both of which are billed separately.
Claiming notes
- Set fees versus hourly rates: the initial and subsequent consultations (PA001, PB001), the two areas item (PC001), group consultations (PG001) and both reports (PR001, PR003) are set fees. Worksite visits, specific assessments and interventions, comprehensive reports and travel are hourly, charged pro-rata.
- Communication (PK001) and case conferences (PQ001) are both billed in 6 minute blocks at $24.10, with a 30 minute cap per communication and a 60 minute cap per claim before the insurer's prior approval is needed for further blocks.
- A maximum combined total of 3 reports or treatment management plans (PR001 and PR003 combined) is permitted without prior approval from the insurer in a claim. Additional reports or plans need approval first.
- Worksite visits (PE001) need the insurer's prior approval, and the fee does not include any reports or travel time, which are billed separately under PR001, PR002 or PT001.
- Travel time (PT001) is calculated from the physiotherapist's normal practice location to the worker's location and back, and must be apportioned if services are provided to more than one worker in a day. Travel over 1 hour needs prior approval.
- All fees in the Order exclude GST. If GST is payable on a service, the fee for that service is the listed amount increased by 10 per cent.
Load these fees into your practice software
- Cliniko's Data import tool (Settings, then Data imports) can create the physiotherapy billable items in bulk from a CSV, choosing Billable items and clicking Import rather than adding each item by hand.
- Build a CSV with columns for the item code, a name staff will recognise (for example "WorkCover WA PA001 Physio initial consultation"), the price excluding tax, whether tax applies, and the item type (service). Cliniko matches your Tax Amount column to its Taxable field during the import.
- The Fees Order states every fee is GST exclusive and, where GST applies, the fee is increased by 10 per cent, so set the Taxable field to your GST tax type for the items that attract GST and confirm with your accountant which physiotherapy items do.
- For the hourly items (PE001, PS001, PW001, PR002, PT001, and the 6 minute blocks PQ001 and PK001), import the rate shown and adjust the quantity or price on each invoice to reflect the time actually billed.
- When WorkCover WA makes a new Fees Order, export your existing billable items from Data exports, edit only the price column against the matching item codes, keep the original export as a backup, then re-import and enable just the price field.
