WorkCover WA exercise physiology fees, Health Services Fees Order 2025

From 1 November 2025 WorkCover WA pays exercise physiologists $221.50 an hour (GST exclusive) for initial and subsequent consultations (items EPE20, EPE21), under the Workers Compensation (Health Services) Fees Order 2025. That consultation rate has not changed since the 2024 (No.2) Order. Report fees did rise, from $231.25 to $240.40 an hour.

What changed this year

  • WA no longer publishes a 'scale of fees'. Since the Workers Compensation and Injury Management Act 2023 took effect, exercise physiology fees are fixed by a Minister's Fees Order made under section 73 of that Act. The current one is the Workers Compensation (Health Services) Fees Order 2025, effective 1 November 2025.
  • The Order applied a 3.96 per cent increase to most fees from 1 November 2025, but the exercise physiology consultation rate did not move. Both the initial consultation (EPE20) and subsequent consultation (EPE21) stayed at $221.50 an hour, the same figure set in the 2024 (No.2) Order.
  • Report fees did rise with the rest of the schedule. The initial report, subsequent report and final report (EPE02, EPE03, EPE04) all increased from $231.25 to $240.40 an hour.
  • Schedule 5 of the Order covers exercise programs in two parts: Part 1 for exercise physiologists (the EPE item codes) and Part 2 for physiotherapists delivering the same kind of program (EXE item codes), priced identically to each other.

A Fees Order, not a scale of fees

For years WA exercise physiologists billed against a "scale of fees" notified under the old workers compensation legislation. That language is gone. Since the Workers Compensation and Injury Management Act 2023 commenced, exercise program fees are fixed by the Minister for Industrial Relations under section 73 of the Act, through an instrument called a Fees Order. The current one is the Workers Compensation (Health Services) Fees Order 2025, signed 16 September 2025 and effective from 1 November 2025, which repealed and replaced the Fees Order 2024 (No.2). Schedule 5, Part 1, of that Order sets the exercise physiologist fees.

The Order applied a 3.96 per cent increase across most health service fees, but the exercise physiology consultation rate is an exception. Both the initial consultation (EPE20) and the subsequent consultation (EPE21) remained at $221.50 an hour, exactly the figure the 2024 (No.2) Order set, while the report items moved from $231.25 to $240.40 an hour.

Two consultation types, three report types

The initial consultation (EPE20) requires the exercise physiologist to work one on one with the worker for the whole session, is capped at 2 hours, and covers reviewing the worker's medical and vocational status, physiological testing, screening questionnaires and designing the exercise program. The subsequent consultation (EPE21), capped at 1 hour, covers implementing and monitoring that program, a post program screening questionnaire and psychosocial reassessment.

Reports sit outside the consultation fee entirely. An initial report (EPE02) is capped at 1 hour, a subsequent progress report (EPE03) and a final report (EPE04) are each capped at 30 minutes, and all three are billed at the higher $240.40 hourly rate rather than the $221.50 consultation rate. A practice that only bills EPE20 and EPE21 and forgets the report items is leaving money on the table.

Physiotherapists deliver the same program under a mirrored schedule

The Fees Order does not restrict exercise programs to exercise physiologists alone. Schedule 5, Part 2, lets a registered physiotherapist deliver the same kind of gym or pool based exercise program under item codes EXE20 (initial), EXE21 (subsequent), EXE02 to EXE04 (reports), EXE05 (gym fees), EXE06 (travel), EXE08 (communication) and EXE09 (case conference), priced identically to the EPE codes a practice with both exercise physiologists and physiotherapists on staff needs to bill the correct code for whichever provider delivered the session, since the WorkCover WA fee is the same either way but the provider eligibility rule differs.

Claiming notes

Load these fees into your practice software

  1. Cliniko's Data import tool (Settings, then Data imports) can create the exercise physiology billable items in bulk from a CSV, choosing Billable items and clicking Import rather than adding each one by hand.
  2. Build a CSV with columns for the item code, a name staff will recognise (for example "WorkCover WA EPE20 EP initial consultation"), the price excluding tax, whether tax applies, and the item type (service). Cliniko matches your Tax Amount column to its Taxable field during the import.
  3. Because the consultation items (EPE20, EPE21) did not change price at the last Fees Order but the report items (EPE02, EPE03, EPE04) did, check both when a new Order is made rather than assuming every item moved by the same percentage.
  4. The Fees Order states every fee is GST exclusive and, where GST applies, the fee is increased by 10 per cent, so set the Taxable field to your GST tax type for the items that attract GST and confirm with your accountant which exercise physiology items do.
  5. When WorkCover WA makes a new Fees Order, export your existing billable items from Data exports, edit only the price column against the matching item codes, keep the original export as a backup, then re-import and enable just the price field.
