Comcare physiotherapy fee schedule 2026-27

Comcare has no single national physiotherapy fee schedule. It publishes upper limit fees per state, mostly matching that state's workers compensation rate, reviewed three times a year (1 February, 1 July, 1 November). From 1 July 2026 a Queensland standard consultation pays $108.00; Victoria pays $71.28; NSW and ACT pay $100.90 (effective 1 February 2026). Claims managers are not bound by these fees.

What changed this year

  • Comcare has no single national physiotherapy fee schedule. It publishes state by state upper limit fees, and most match that state's own workers compensation rate exactly (for example the Queensland WorkCover rate or the NSW SIRA rate).
  • Rates are reviewed three times a year, 1 February, 1 July and 1 November, and different states update on different cycles. NSW and the ACT run on the 1 February cycle, most other states on 1 July, and WA on 1 November.
  • The July review is generally the larger update, reflecting rate changes across the state workers compensation schemes Comcare follows. Publication can lag the effective date by 2 to 4 weeks, so Comcare says you can hold invoices, or ask for a retrospective adjustment on Comcare managed claims, if you bill before the new rate is published.
  • A Physiotherapy Treatment Plan consult item (PHST1, $107.28) applies across every state from 1 July 2026, alongside each state's own consultation items.

Comcare does not run one national schedule

Unlike DVA, which publishes a single set of dollar figures that apply Australia wide, Comcare's physiotherapy rates are set per state and territory, and mostly track that jurisdiction's own workers compensation scheme. A Queensland clinic billing Comcare for a subsequent consultation uses the Queensland WorkCover style rate of $108.00 (item WC006). A Victorian clinic uses the Victorian rate of $71.28 (PY102) for the same type of visit. There is no single "the Comcare rate" for a standard consultation; there are eight, one per state and territory that publishes one.

Comcare's own guidance describes these as upper limit fees for the cost of medical treatment under section 16(1) of the Safety, Rehabilitation and Compensation Act 1988, based on what it considers appropriate given the relevant state or territory rate, not a fixed price list claims managers must pay.

Three review cycles a year, not one

Comcare reviews allied health rates three times a year: 1 February, 1 July and 1 November. Different states sit on different cycles inside that calendar. NSW and the ACT update on 1 February. Queensland, the Northern Territory, South Australia, Tasmania and Victoria update on 1 July, which Comcare describes as generally the larger update because it tracks the state schemes' main annual review. Western Australia updates on 1 November.

Publication typically lags the effective date by two to four weeks. If you treat a client after a new rate takes effect but before Comcare has published it, either hold the invoice until the figures are out, or, for a Comcare managed claim, submit at the old rate and ask Comcare to adjust it retrospectively once the new schedule is live.

Comcare, or a licensed self insurer

Not every federal workers compensation claim is managed by Comcare directly. The SRC Act allows eligible corporations and Commonwealth authorities to hold a licence to self-insure, meaning they run their own claims management rather than Comcare's. These self-insured licensees are still bound by the same SRC Act framework, but a claims manager working for one may or may not adopt Comcare's published rates for a given service.

Before you treat, check the referral or claim documentation for which body is managing the claim. If it is a self-insured licensee rather than Comcare itself, confirm with their claims manager which fee schedule they expect an invoice to follow, since assuming the Comcare table applies can leave part of an invoice unpaid.

Loading the schedule into Cliniko

Because the schedule is state specific, import only your own state's table rather than the full national list Comcare publishes. A Queensland or Victorian practice needs a handful of items, not the 35-plus rows across every jurisdiction. Name items with the Comcare prefix so they are not confused with a similarly worded WorkCover Queensland or SIRA NSW item already in your account for state based workers compensation claims.

Because Comcare's rates change up to three times a year rather than once, treat the price update as a standing quarterly task rather than a single July job, and check the treatment rates page directly since Comcare does not publish a downloadable PDF the way DVA does.

Claiming notes

Load these fees into your practice software

  1. Cliniko supports bulk import of billable items. Go to Settings, then Data & docs, then Data imports, choose Billable items and click Import.
  2. Build a CSV with a heading row and these columns: Item code, Name, Price (ex. tax), Taxable, Item type. Because Comcare's rates are per state, only import the table for the state your clinic actually operates in, not the whole national list.
  3. Name each item clearly, for example "Comcare WC021 Initial consultation" for a Queensland clinic, so reception is not confusing a Comcare item with a private or Medicare item of a similar name.
  4. Leave Taxable blank for physiotherapy consultation and treatment items, since medical treatment is not subject to GST. If your clinic also bills Comcare for a non-medical service like gym based exercise, set that item to your GST tax type.
  5. Upload the CSV, click Next to match information, check each column matched, then click Import and finish. The items appear under Settings, Billable items.
  6. Comcare updates rates up to three times a year rather than once. Set a recurring reminder for 1 February, 1 July and 1 November to check the treatment rates page and re-import updated prices, rather than relying on a single annual update like DVA's July cycle.
  7. Comcare accepts invoices digitally through Tyro Health. If your Cliniko account already uses Tyro Health for other payers, check your plan includes Comcare claiming before relying on it for these invoices.
